About the Initiative

An Independent Initiative for Global AI Governance

The IAIO Initiative is an independent, non-partisan public policy initiative exploring the establishment of an International Artificial Intelligence Organization to address the governance challenges of artificial intelligence at the global level.

Mission

Our Mission

The IAIO Initiative is dedicated to advancing international cooperation on the governance of artificial intelligence, robotics, autonomous systems, and frontier intelligence technologies. We believe that the transformative potential of AI — and the risks it presents — require coordinated global action that no single nation or institution can provide alone.

Our mission is to explore, develop, and advocate for the establishment of an International Artificial Intelligence Organization: a multilateral body capable of setting international standards, facilitating cooperation, promoting safety and transparency, and ensuring that the benefits of AI are shared equitably across nations and peoples.

Vision

Our Vision

"A world in which artificial intelligence is governed through inclusive, transparent, and accountable international institutions — ensuring that AI development serves the common good, upholds human rights, and advances peace and sustainable development for all nations."

International Standards

Globally harmonized standards for AI safety, transparency, and accountability that provide a common baseline for responsible development.

Multilateral Cooperation

A standing multilateral forum where states, international organizations, and civil society can coordinate on shared AI governance challenges.

Equitable Access

Governance frameworks that ensure the benefits of AI are accessible to all nations, including developing countries, and that no nation is left behind.

Democratic Accountability

Oversight mechanisms that keep AI development accountable to democratic values, human rights, and the public interest.

Mandate

Our Mandate

The IAIO Initiative operates under a broad mandate to research, consult, and advocate across the full spectrum of global AI governance. Our work encompasses:

01

Policy Research & Analysis

Conducting independent research on international AI governance models, institutional design options, and comparative policy frameworks.

02

Stakeholder Consultation

Engaging policymakers, researchers, industry leaders, civil society organizations, and affected communities in structured dialogue on AI governance.

03

Framework Development

Developing concrete governance framework proposals, including institutional design, mandate scope, membership structures, and enforcement mechanisms.

04

International Advocacy

Advocating for the establishment of an IAIO through engagement with governments, intergovernmental organizations, and international forums.

05

Capacity Building

Supporting the development of AI governance capacity in countries and institutions that lack the resources to engage independently with frontier AI challenges.

06

Public Engagement

Communicating the importance of global AI governance to the public and fostering broad societal engagement with the governance agenda.

Background

Why an International AI Organization?

Artificial intelligence is developing at a pace that outstrips the capacity of existing national and international governance frameworks. The most capable AI systems are being developed by a small number of private actors in a handful of countries, yet their impacts — economic, social, security-related, and existential — are global in scope.

Existing international institutions were not designed to address the unique challenges of AI governance. The UN system, while engaged, lacks the technical mandate and institutional capacity to set binding standards or coordinate enforcement. National regulatory frameworks, while important, are fragmented and insufficient to address cross-border risks.

The IAIO Initiative draws on the precedent of successful international organizations in other domains — the International Atomic Energy Agency (IAEA), the International Civil Aviation Organization (ICAO), and the World Health Organization (WHO) — to argue that a dedicated international body for AI governance is both necessary and achievable.

We are at a critical juncture. The governance frameworks established in the coming years will shape the trajectory of AI development for decades. The IAIO Initiative exists to ensure that this moment is not missed — and that the international community rises to meet one of the defining governance challenges of the 21st century.
